UK Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a latest survey of municipal councils, English councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in the UK stated that 60% of local authorities are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of public land and open spaces to shore up their finances, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition said that a high proportion of councils attempting to generate funds from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of local leaders said they would prioritise restructuring services and utilising savings to weather growing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in southeast England announced its asset disposal plan included the disposal of a shopping centre in a local town and a community venue in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Wider Financial Strains

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to raise local levies next April to address the rising cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

The authority explained it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and financial savings,” stated a council leader.

He added: “There are population challenges which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

A survey of county councils this week also found council budgets being stretched by the increasing figures of young people and adults needing Send support.

The County Councils Network said that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a white paper outlining those changes has been postponed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most disadvantaged in England.

  • “Member cities like several major towns rank in the top 30 across the country under the latest deprivation indices,” said the report.

“Although only a single urban area is among the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The figures highlights the scale of difficulties confronting municipal officials across major urban centers in the coming year,” the report added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the real levels of deprivation and demand,” said Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised care services in the past 12 months, the survey found.
